It's a rude word for the part of your body which you sit on.

When someone calls another person an "a r s e" or an "a s s", it means they don't like the other person or are angry at that person... and want to hurt the other person by saying it in such a rude way.

You can also find the word being used just to emphasize what is being said... though this is not polite, it has come to be somehow "cool" and people don't get offended. Example:
"Laugh my (f u c k i n g) a s s off (LM(F)AO)" - just means "This makes me laugh so much"
