Pay everything on time with no exceptions. Make sure your payments are reported to the credit bureau. It only takes 12 to 18 months to really improve a rating if you are prompt with EVERYTHING. Depending on what you are trying to do, even six months will make a difference.
Credit counseling is a black mark against your credit, so don't go there.

So you want to improve fair credit huh? Well I'm a finance manager so I'll tell you how. First, pay bills on time. No brainer! Next to give your credit score a boost go out and get credit cards. Like Old Navy, JC Penny, stuff like that. BUT, DO NOT USE THEM! And if you do pay it off as soon as the bill comes in. Next, go to your bank and take out a $500.00 loan. Make the payments untill its almost payed off and then pay it off. You don't want to make one or two payments and pay it off. Because that looks like you just walked into some maney and payed it off. Lenders what to see at least half of the payments made before its payed off. Then go back and get a $1000.00 loan and do the same thing. Heres the thing, the more open trade line with a $0 ballance the better. Now you maybe be able to afford ballences on these trade lines but what loan officers look at is debut to income. So its better to just have these open trade lines with nothing owed to them. If you do that your credit score will go up.
