it is signed A. Wager or it might be A. Hager. it's hard to tell if it is a W or an H the way this person has made that letter. it is an outdoor scene and an oil painting.

There are reference books you can buy or use in the Library that list all artists and their paintings. I don't know how to buy the books but I've seen other people with them. I don't know if the books list the potential value but the might give a short biography of the artist. They might also list them by country, such as American Artists.
