As long as your not going down the interstate I say he's just fine if hes used to doing it and you don't care about him scratching the vehicle let him be kids climb yes he could fall but he could fall out of bed tonight or down the stairs tomorrow and just like all of us he will heal and hes enjoying his childhood he will learn fear soon enough I wish many times I could go back to that part of my life when fear wasn't there and I could do anything climb on the roof of the house and not even give it a second thought

I would not think you would have to worry about an 11-year-old falling off a vehicle. I would worry more about him damaging it. Doesn't he have anything else to do with his time? A few boundaries might help.
