wires, are you sure you know what you are talking about? In Michigan, there isn't a Department of Motor Vehicles. The Secretary of State is the Department of Motor Vehicles.

If your permit was from South Carolina, Michigan wouldn't recognize it. You need a Michigan permit. The Secretary of State isn't the right person. You need to contact the Department of Motor Vehicles, or whatever it's called in Michigan. They can ask South Carolina if you had a permit, but it's immaterial if it expired. Expired is expired. You need to get a permit from Michigan.

If you've already gotten your permit in Michigan, it is only good for a certain amount of time before you have to take the test again. If you are over 18, you don't have to take driver's training. If you already got your license and it's been expired for a long time, you will have to take the test again, but not any driver's training or anything. They do keep all that stuff in the database though, good luck!
