Don't worry about it until you are a big success and can EASILY afford a private aircraft.
In the USA, a private aircraft is now an upper class benefit. Middle class people can't afford it, and there are few manufacturers of private aircraft left. The number of private pilots is shrinking and shrinking.
The only thing that some middle class people in the USA can afford these days are "ultra-lights" which are fabric and frame small planes, really hang-gliders with engines.

Well, I would suggest that you go to THE ENGLISH BOOK DEPOT 17-L or something located in Connaught Place Delhi and buy one book.........."The Aircraft Act 1934" (In fact you can get all the flying related books at this store).
On page 90 you will get all the information you want for private operators...I suggest you go through this book and you will come to know how our DGCA (Directorate General of Civil Aviation) works.
My personal opinion is that buying an aircraft is not a problem....maintaining it is. Buying a land for an private airstrip is 'impossible' as rules are more stringent due to security reasons and you require a very sound financial backing and more importantly 'connections'. I can provide you a site where you can get the Cessna 152 or 172 price list (see below) but these aircrafts are four seaters minimum. For two seaters you will need a microlight aircraft.
What I suggest is that you get in contact with the local representative of Cessna (I think one is in Vasant Kunj, Delhi) and negotiate for a used Cessna 152. Then contact your local flying club (like one....Haryana Aviation, Karnal or so where you live) and offer them the aircraft. Fly it personally when you require it & keep it the flying club's hanger.....well this is what I think...just talk with them. Please note that everytime you fly a cross country you will have to chart your plans and inform DGCA. And get the flying club maintenance department's help for any technicalities (though I have a great regard for Cessna technical capabilities..its Lycoming Engines are one of the best and proven engines). That's the way you can enjoy your hobby.....but my dear friend....mind you its really very expensive hobby.
Think Microlights! Mr. Vijaypat Singhania has flown it really well and made world records!

The govt is not against anyone owning an aircraft. If u have the money to buy an aircraft, go ahead and buy it. Of course have to get all the formalities with the Director General of Civil Aviation (DGCA) cleared before u can use the plane. The banks will help u if they are confident about your repayment capability. As for the cost of the plane, ask around the flight schools offering pilot and air hostess training. Don't forget to get urself a pilot's license. U wouldn't want to pay for a pilot in addition to the fuel cost.

Just to clarify, middle-class people in the west absolutely do not own their own planes. The only people I know that have a private jet are billionaires... on the list of the top 50 richest people in America, and even then rent out their jet to movie stars who do not own it, but fly in a private jet really owned by these billionaires. So... if someone rents a private jet regularly... and the only people that can afford that are millionaires... multimillionaires, it's not that they actually own the plane. Anyway, just letting you know.
I don't know how one would achieve such a thing in India, but it's pretty hard to do that here, or anywhere I imagine.

This guy is talking about small one engine planes... Cessna 152/172 style. I know a lot of middle class people that own their own. You dont have to be a billionare. You can get these planes used for as little as $15,000 sometimes. It is definitely fulfillable.
