just lead the talking. I'm extremely shy and if someone talks to me first then I'll like talk to them all day. Just say things and she''l probably nod her head in agreement and soon start talking with you.

Just start talking with her, get her to talk about herself, even if she's shy she will have to answer a direct question. For example, ask what she likes to do in her spare time. Find something you two have in common.
Look for subtle ways you can compliment her, keep pushing the boundaries, but watch her reaction. If she looks too uncomfortable, pull back slightly. Eventually she'll warm up to you and let you past her shell. Then she'll start revealing personal information to you, example she might tell you she's afraid of the dark, tell her it's okay, etc. Be understanding and empathetic.
Importantly, try to keep the conversations to just the two of you. Shy people have more trouble talking in front of other people. I should know, I'm shy too.

Smile A LOT...but not so much that she thinks you're a weirdo. Be naturally smiley.
Try to look her in the eye. Show her that you can be approached and WANT to be talked to.
Try to make her laugh. Don't be afraid of looking dorky because usually shy girls go for that sorta thing. =)
Try not to make the silences awkward. You need to make her feel as comfortable around you as possible.
And lastly, but not leastly, show her what a cool-tastic person you are. It should start being less awkward from there.

if you really like her then just keep trying...try getting her involved with your friends or whatever...if she doesn't talk back, hey, at least she is listening! Most guys would think you were pretty lucky to get a 'quiet' girl!

just talk to first observer her and see what she likes and keep the flow going don't give up easily make her trust u first before making any fat mistakes or going to fast ok! say she has beautiful eys and gorgeous hair ok i love that good luck!

Keep talking to her but don't embarrass her by talking in front of a lot of people who are nosey.
Give her flowers... a BIG bunch of them.
