Yes. Reason being, once you have the feathers you'll have no way of proving how you got them (you could be a poacher). I know you've no bad intentions but the law exists to keep poachers from harvesting protected wildlife.

Why would you wanna pick the feathers off of a dead bird in the first place?? Gross.

And as far as I know, the only birds that are illegal to keep the feathers of, even if you find a single feather laying by itself, are bald eagle feathers.

Ya gotta be careful.
It is like the ban on elephant ivory.
If there is no legal reason to have it, then there is a high disadvantage for miscreants to kill living birds for their feathers. Now he cannot say, "well I found them on a dead bird".

You could check with the local animal control folks in your town.

I can imagine that there may be a public health law related to this also, but don't know.

Picking up dead birds is GROSS.

And unless you're Native American, I don't think that your allowed to have any type of eagle feather. I don't know about hawks or owls.

Still, Picking up dead birds is really really GROSS!!!!!

It's illegal to stop on the highway. It endangers the lives of the other motorist not to mention your own.

depends where you live?? Africa? Austraila? what???

birds often carry mites so that is a problem
most often Fish and Wildlife officers want to check any dead birds to see what killed them and if they are a species at risk..etc
