Yeah, I've struggled with that problem. Part of what you might think about is why you have trouble--is it because you feel anxious, or is it more like you can't think of the right words to explain what you're feeling? Are there sometimes when you have an easier time talking than others, or some subjects that are easy to talk about and others that are hard? If you're always really anxious around people, you could have an anxiety disorder (like I do), that therapy and/or a psychiatrist can help you with. But everybody has problems expressing themselves sometimes, I think, so here are some things you can try:
1) If there's something specific you want to tell someone, write it out first. I do this a lot, to help organize my thoughts and decide how I feel best putting things.
2) Practice out loud. Talk to yourself in your room! No, it's not crazy. :) Talk to yourself out loud about things that are hard to talk about, and you'll get used to hearing yourself talking about them. That way, when you talk about them to others, you'll have heard your voice saying those things before.
3) If it's just chit-chat and general conversation you have a hard time with, try practicing with a close friend or family member. See how long you can keep a conversation going--make it like a game. 4) Make a list of things you find easy to talk about, and start there when you meet someone new. Maybe you don't like talking about the weather, but you like talking about movies. So just make a habit of asking people what movies they've seen recently, and comparing your opinions. There's things like that I always keep in mind, so I'm ready if I need conversation material.
5) Play board games with friends and family that involve using words or expressing yourself. These might be a little scary at first if you're anxious, but trust me, they're tons of fun! Here's some I love: Password, Catch Phrase, What Iff?, Would You Rather?

I suggest journaling. Practice makes perfect, and having a personal journal is a non-threatening way to practice. If you have trouble expressing your emotions, try using "I statements" such as "I feel angry when the neighbors dog barks all night."

I would suggest you start by talking to yourself looking in the mirror. Practice saying what you want people to understand.
Start building your self-confidence. There are many reasons why we sometimes have difficulty expressing ourselves. Find out what is causing you to doubt yourself. Good luck.

it takes time and lots of practice. try talking to a mirror. try writing down what you want to say. see if it makes sense to you, then others will understand as well. it is always hard to speak on the spur of the moment. take your time and think about it first.

Try and get together with a close frined or relative and get to know them better and if they have something in common with you point it out to them then you would be more open to other people next time.

Get some blank pages of paper, and just start writing about how you feel, and what you feel, about anything. Writing is so theraputic, if you just start writing about stuff it can definatly help you.
That's how it helped me, anyways.
