The phrase is from the lyrics from the song "Hotel Cismigiu" composed by a Romanian actor and sang by the band Vama Veche. This song is accusing the communist regime for allowing a well known historical building (the hotel) to be degraded. The hotel was closed eventually and used for students housing after 1990. In this period a student lost her life falling 2 floors in the elevator shaft.
More exactly, the composer is accusing the Americans for allowing the communist regime's installation. The phrase also contains weighty swearing words.
