This mass of the growth is hard and the dog keeps licking it. We can not afford to take it to the vet right now. Is there something we can put on it to make him stop licking it?? Or can we take a sample in to the vet instead of bringing the dog in??

You ABSOLUTELY have to take the dog to the vet. In fact, you are legally REQUIRED to provide your animal with vet care. A hard mass on an older dog is likely to be cancer. You may have a chance to save your dog if you get treatment now, but if you wait it may be too late. Even if it's not cancer, it's still only likely to get worse without treatment.

A vet visit is not very expensive, probably about $35. Tests and possible surgery will add up--I'm going through this with my cat now, so I understand. In our case it was too late for surgery (actually she went in for surgery, but they sent her back home when X-rays showed more tumors internally). You can talk to your vet about a payment plan, or referrals to low-cost clinics that may exist in your area.

The licking is only a symptom of the discomfort your dog is already experiencing, it is not the thing you need to try to treat. Your dog is trying to tell you he hurts and needs help.

You need to take this dog to the vet as a legal requirement you should. If you love your dog and want to have a chance of it living i would take it to the vet ASAP! This growth is probably a cancerous tumor that you should only let a vet look at. And do not take blood tests at home you should also let the vet handle that part too. But the fact is if this tumor /growth is cancerous it could spread through his whole body and he will die unless taken to the vet as soon as possible. The visit will take about 40$ plus surgery and extra care will add up along with that 40$.

as dogs get older, they often get growths. 7/10 times, it is not cancerous. it is best for your dog to see a vet though. if you cannot afford a veternarian bill, call around to local vets and see the options you have. explain the situation, and see what they can do. often vets run free clinics, or have low rates for owners when they cant pay. some even have anonymous donors who will pay outstanding bills. just call around and see what they can do. if one cant help, they'll provide a place that can.
