He said he was upset bcuz not alot of people showed up for his concert and hes been doing show too long . I felt so bad for him , but I wanted to cheer him up so I said " Your a great singer , your just not getting enough publicity ."
Then I offered to do fan website for him and help promote him .

I want to know if I said the right thing for this situation , or if not what should I have said ?

Support is good. I am a long time musician and that usually means the most to a guy when he is down over his music

you reacted perfectly. You showed that you believed in him, and you helped him be proactive and do something that made him feel like he was changing his current situation. You were doing something helpful that could pay off in the long run, and effectively taking his mind off his troubles. Good job! I hope he appreciates you and your support!

Tell him the truth. If you think he's worth the shot, give him a shot, see what happens to him. Are you really a band promoter? If so, you must be richhh.

An artist's ego can be a very, very delicate thing. You did a good job, you gave him positives and something substantial to hold onto.
