Try Photoshop, Paint, Any graphic viewer

Yes, it is a graphic file but what do you mean by download?
Most browsers, you just right click and pick save as. If you want to SEE it, just search for a program to use. Internet Explorer Ussually can 'see' pgm files.

PGM may be Portable GrayMap graphic. It is a picture format openable by most of your better graphic programs.
