If there are warrants out for her, she can be arrested anywhere she is. She better go to the police station and pay the fines, if she goes there herself, they might go easier on her.
What kind of person gets warrants out for 3 violations? She might need to spend a night or two in jail just to teach her some responsibility.

Yes, they can pick her up from school, church, your house, anywhere they see her. I think it would be best if she were to go to the courthouse and talk with the people there, and set up a payment schedule. Most of the time, they are very nice about taking care of things.
I am also a Texan, and know how much fun traffic tickets can be. You might also want to let her know that being 17, she might lose her license for having so many tickets.

Ordinarily traffic warrants are not a top priority, however with three they might just make a special trip to get her.
She needs to contact the court to tell them that she will take care of that and make arrangements to pay for the charges so she can avoid being arrested. If she is stopped while she is driving she is subject to arrest and her vehicle could be towed. Talk with your parents, they should know about this so they can help her with this.

Yes, and at 17 in Texas, she is considered an adult. She won't go to juvenile detention but REAL jail. Go pay the tickets before she gets picked up somewhere else and gets an adult criminal history.
