Yes, they can pick her up from school, church, your house, anywhere they see her. I think it would be best if she were to go to the courthouse and talk with the people there, and set up a payment schedule. Most of the time, they are very nice about taking care of things.
I am also a Texan, and know how much fun traffic tickets can be. You might also want to let her know that being 17, she might lose her license for having so many tickets.

Ordinarily traffic warrants are not a top priority, however with three they might just make a special trip to get her.

Yes, and at 17 in Texas, she is considered an adult. She won't go to juvenile detention but REAL jail. Go pay the tickets before she gets picked up somewhere else and gets an adult criminal history.
