I need to lose 15 lbs of fat and gain some muscle or get toned by december. Any quick suggestions.

I'm 5'11, 165, and 17

Quick? No. Healthy life style? Yes. To burn fat you will need to do something to make you move like: walking fast, treadmill, elliptical, aerobics, dancing, tae bo,kickboxing, swimming, etc. Anything that will make your big muscles move (legs, chest, back) for 30 minutes to start! 5-6 days a week for weight loss.
Muscle gain? You can tone them by using free weights, or by using machines, either way, resistance will be required. You can work every muscle group with 5-10.lb weights. You can go online and get dvd's or you can join a club, whatever is best for you, go for it!

Compound exercises. Squats, Deadlifts, Bench Press, Military Press. Exercises that work your whole body not just isolate a particular muscle. Drink plenty of water, and watch your caloric intake. Thats the nutshell answer.
P.S. You can do these exercises with dumbells or full bar.

You may hate my answer, but it's the only way---diet and exercise. Also, make sure you are consuming plenty of protein. Protein boosts your metabolism and speeds up weight loss.
I work at a surgical weight loss clinic. I see diet failure after failure. Trust me, there is no such thing as a "quick fix". If you attempt a fad diet, you have a 95% chance of gaining your weight back, plus more. This is the only way! Good luck!

Fat loss and muscle gain. This site can do that. Diets do not work. 99% of people gain the weight back. Here is how it works. No one teaches the animal what to eat and what not to eat. He knows instinctively what to eat. Humans also have the same instinct. The way it works is just eat whatever tastes good and that will be healthy for you and non-fattening. That is why a baby tastes everything. So again whatever tastes good, is good for you. This is why you will spit out spoiled milk.

But wait!!! Man has the technology to create rat poison. It tastes like healthy food (good taste) but kills the rat. So man has done that to you. Note- any food unaltered by man (uncooked) that tastes good, is good for you. So if you are stranded in the woods, that is how you know what to eat (cooking changes that). So man has created fake fruit. It tastes like fruit that exists in nature but it is terrrible for health, addictive and fattening called sweets.

So it is natural to like real sweets called fruit, like a baby does, but they have fooled you just like the rat. But they do not want to kill you. They want you to become obese so you will buy lots of their foods. This is called GOOD BUSINESS. Watch caloric intake - eat healthy. If you take in more calories than you burn, FAT will form. Aerobic exercise will burn the fat and work outs will strengthen the muscles. Push ups, sit ups, crunches, squats, etc. will help you tone muscle. Go to the gym if looking to 'bulk' up.
