Masturbation isn't a way to practice safe sex. It's just a way to release sexual tension.
In truth, there's no such thing as safe sex, but if you mean "masturbating" as in having a partner stimulate each your genital, then sure, that's safe (assuming you both wash your hands before and after). BUT NO MORE THAN THAT IS REALLY SAFE!!

Masturbation IS practicing safe sex by yourself, moron...but but safest safe sex is to abstain altogether. Altough you can't get STDs by masturbating-- unless you do it in a public restroom--masturbation can be habit forming, and doing too much of one thing is never good. Did I mention that you are a moron?

I am assuming that you mean masturbation with the assitance of someone else.
In order for a woman to get pregnant, there has to be sperm inside her vagina...contrary to popular belief, if you have an orgasm on her stomach, or anywhere else, she will not get pregnant...HOWEVER this does not mean that you will not transmit STD's if you or your partner have one. If you have an STD and have not seen a doctor, then I would STRONGLY suggest taking care of business yourself, or using a condom to protect your partner.
