No...as intelligent sentient beings they would not be refered to as "beasts". In this story line humans are no longer the highest life form in the galaxy.

Remember, some alien species have called Humans monkeys and apes.

Since Kirk only mated with beings considered intelligent, then beastiality would not enter into it.

They were all sapient beings with free will. So no, they may have been ugly beasts, but it wasn't beastiality.
