The measurement for the bust and hips should be taken at the fullest part of each and the waist at the smallest....do not pull the tape tight, just so its touching the skin.

I had a girlfriend who was a model and I was with her while she was being fitted for a costume. She said it is done this way:
CHEST: across the breast, above the nipple, but under the arms.
WAIST: the narrowest point between the top of the hips and below the navel.
HIPS: the widest point between the top of the leg and the hip bone. Most body types vary at that area.
As far as I know, the numbers have always meant the dimensions of chest, waist, and hips, in that order.

Bust, waist and hips.
Measure around the fullest part of the bust, across the nipples.

Measure around the fullest part of the hips, just above the thighs.

The best way to get body measurements is to lie down naked in wet cement. Then measure the indentations.

use a tape measure, same as everyone else...
oh yeah, use a cloth one. the metal ones tend to get sharp when bent
