Its not just Kofi Annan, its the entire UN system. It is one of the worst beuracracies in the world and it is near impossible to fire a UN worker. The UN never enforces its resolutions, and often they are too watered down to mean anything anyway. Ironically, Bush, who has been critizied for unilateral action, has tried far more than Clinton to involve the UN, but the organization won't act. Iraq violated countless resolutions, NK, Iran and Lebanon have all done the same, but the UN still won't enforce its own decisions. Kofi Annan has the power to reform it, but he hasn't done much.

What you should really be asking is isn't it way past time to get rid of the U.N.? Either that or find a leader in there who can really do something which is sooo tough with so many different countries and cultures involved.
