The is not law about that and the traffic light not working doesn't means you should just move with out caution. Remember all driver are to be a safe driver on the road. So You will just have to come to a full stop and proceed with caution same as a flashing red light.

The Law is as follows. IF the light stays red and doesn't turn green...should you run the light and keep in mind this is 3:30 am and there is no other cars around visible to the eye.
I was told by a Police Officer that even though it is clear.,.your still breaking the law.
Use your best judgment....I always run those babies.

it becomes like a 4 way stop sign. If two cars pull up to the light at the same time, the one on the right goes first...although a nice wave of the hand allowing the other to go first is always cool even if that's so rare in So. Calif. that you don't know what to do...

Call 9-1-1 and report it so they can have a traffic director come out. In the mean time, you're supposed to treat it like a 4-way stop.

4 way stop sign. From personal experience, if there isnt a cross guard, or another official there, people generally eae there way by, though that can result in a large scale traffic jam or accident, so its probabl best to wait. Hope this helped.

you treat it as a 4 way stop sign. most people dont know this so it is really frustrating when you are at a stop light that is out and nobody wants to stop so that you can go.
