If you're talking about inter-agency cooperation, that issue was largely resolved in 2001 with the passage of the Patriot Act, and the formation of the Department of Homeland Security. Intelligence agencies were given all the resources they needed to exchange information. The only thing stopping them was petty turf wars and private agendas.

If you're talking about the NSA warrantless wiretapping program, then you miss the fundamental point of the issue.

The choice wasn't between security and lack of security, or between having security and following procedure. Everything Bush wanted to do could have been done legally, using the laws that were already in place. The entire surveillance program could have been done legitimately, just with a little more paperwork.

Bush didn't ignore FISA and break the law because there was no other way to conduct the surveillance. He broke the law simply because he couldn't be bothered to follow it.

Well if your someone whose afraid of a whole lot of things, probably not. But if your like me and a whole lot of others, yes. We have way to much invasion of our privacy now. The fed is going to have to back off a whole bunch to get where they should be, and that is completely out of the law abiding citizens business. As a law abiding citizen they have no business knowing how many guns i own in my home What i say or do inside my home(as a law abiding citizen). They should have no right to stop me on the street without a extremely good reason and they should state that reason immediately upon stopping me. If I'm a law abiding citizen, and believe me they know 99% of the time which is which. I say all of this knowing i have never been treated wrongly by the authorities at any time because i AM a law abiding citizen.

Some would say that even the abbreviated government orgs step out of line, wiretapping is only one issue. Comunication is a big issue I suppose the next thing to do is merge all intellegence gathering orgs together and implement a police state.
