Birds don't have vocal cords like humans. They have something called a Syrinx. To whistle or to speak they move the muscles in their throat to produce the noises they want to make. It's similar to squeezing a long bag and letting the types of squeezes make noises through the bag opening. Birds can also change the pitch and frequency of the noises they make by moving the position of their beak and tongue much like humans do when they speak. The more realistic a bird sounds when mimicking, the better control they have over their throat muscles. It also takes more time to learn how to control these muscles which is why it can takes years for some birds to mimic!

They don't actually whistle, they shout using particular movements of the vocal cords located in their glotis.

they don't have lips but they do have vocal chords and that's the sound that comes out of their beaks when they defend their territory or attract a mate.
