It's good that you're concerned. To avoid seeming like an overbearing busy-body, casually mention that you've read that babies don't need shoes and that they're just for show.
"Shoes protect feet from rough or sharp surfaces. They don't help baby stand or walk. Until he starts walking in places that might hurt his feet, baby doesn't need to wear shoes."

she should be wearing booties or soft sneakers made of cloth she wont need heavy shoes till she statrs to walk you have every right to be concerned

I don't know if you really need to be "concerned" but there's no need to wear shoes at that age? Is she wearing them all the time, or just to complete certain "outfits?"
