Yes, it is still done in some parts of Africa. Yes it is illegal, but since when did that stop someone when there is no law enforcement to speak of, and what's there can be bought with a pack of cigaretts. In fact there was a case just the other day here in the U.S. where a couple got cought with a girl in their servce that was not paid, an illegal alien and not allowed out of the house. Thats slavery here in the U.S. It's like most any thing else, if you've got the money and the low morals you can get most anything you want.

No, as I recall the 13th amendment or something says that's against the law. What is interesting is the people are still getting arrested for breaking that law today. For instance, when a guy "hires" an illegal immigrant from Ecuador and tells her that "she can live in the house" in exchange for working, and if she doesn't agree to the arrangement he'll deport her, in some cases that can be construed as slavery. She isn't explicitly being bought or sold, but it's an arrangement that she can't get out of, and she's not getting paid, and it's forced labor.
Another interesting treatment of this part of law is the issue over what to do about frozen embryos. If they have any of the legal status of people, then the question of whether they can be sold to an infertile couple arises.
Or certain arrangements with adopted children.
I don't know if this helps, but hopefully it will shed some light into how the dark shadow of slavery continues to slip into the cracks between the laws.

In many parts of the world.
It even happens in the US, despite being illegal for 140 years.
