Without knowing the state, I can't give specifics. I do know that here in Texas (we aren't required to test), they have the old versions of the state (TAKS) test available on-line (see link below).
Another good resource is E.D.Hirsch's series, "What Your ___ Grader Needs to Know".
You might consider performing your own test a month or two before the state test. Not only will you have an idea how s/he'll do on the state test, it will be good practice. Bob Jones Univ. offers the Iowa Test of Basic Skills (ITBS) and the SAT (Stanford Aptitude Test, not the college one). I like the ITBS because I can administer it myself.

Your state department of education (or equivalent) will have a list of standards for the third grade. You can find these by asking the local school district, checking the dept of ed website, or calling the department of ed and asking directly.
While you are inquiring, ask if they have a program called Follow the Leader. If your state is one of the 10 or so that now have FTL, use that program to directly assess your student's skills as they will be tested by the State.
