because its a small roast you want to sear the outside first to keep the juices within. I do this by putting the roast in it's roasting dish with a little olive oil, worchestershire, garlic, onion powder, and any other flavorings you like and browning all the sides dilligently.
Leave the remnants from this in the pan and add about two cups of water (you want a thin covering on the bottom of the dish). Cover the roasting pan (with the lid or aluminum).
Cook for about 1 hour. If you wish you can put carrots, quartered potatoes, and celery in the bottom of your roasting dish from the get-go for a fast and easy side dish.
When the meat is resting, use the juices to make your gravy!

Half hour per pound is always my best method of calculation. And then let it sit for about 5-10 minutes when it comes out of the oven for all the juices to sit. I like it cooked about medium. If you like it a little more or less I would just say figure the total out this way and then either add/subtract 15 minutes from the total for rare or well done meat.

depends on how you like it cooked? Rare, med rare, med, med well, or well done? For it to be med-med well I usually cook mine for 25 min a pound. Remeber after you take it out of the oven and let it rest before cutting into it the roast continues to cook so don't over cook it.

Check the label first.
Or the best cookbooks for basic roast beef are 'Betty Crocker/
or Pillsbury' the original books.
Look for them on line or at the local library.
good luck

The simplest answer is until a fork goes in and comes out of it very easily.
