Since 2 is equal to 1.50 to 2.49, the addition of two to itself would be 3.00 to 4.98, which of course rounds to "3 to 5" since there is only one significant digit.

So for sufficiently small values of 2, 2+2 could equal 3; for large values of 2, 2+2 could equal 5.
