Ok, so I was wondering if when a bus stops at the railroad tracks to open there doors and they're in the LEFT lane, is it legal to go around them in the right lane?

No. They don't put out the stop sign when they stop at the tracks. You can pass them. The only time you have to stop for a school bus is when the stop sign is out and children are getting on or off.
