for example when they cross their legs some would start to shake their feet vigorously. really irks me.

For example when they sit down, crossed their legs, some would start to shake the highter foot vigorously, as in vibrate. I've seen many doing that. Really irks me.

Here I'm sitting with my leg shaking reading this question. :) I do realize that it's irritating, that's why I try to avoid doing it around others if I possibly can, but sometimes I don't even notice that I'm doing it till someone points it out.

A lot of people think it's done out of nervousness, but they're wrong. A much more common cause for this is restless leg syndrome. I start doing it when I get physically uncomfortable, for example after sitting for a while. I just can't help it.

Restless leg syndrome is more common in women than men, but there are some men who do this too.

I've seen and done and read about ladies who shake their bums, but never have I heard anything as silly as shaking their legs, unless they're unstable attempting to walk on stilts-Now THAT would make legs shakey.
Perhaps you'd best approach the next "leg-shaker" you see, run up to her and scream in her (be carefull too, could be a guy in drag)face: "WHY, oh BLOODY why do you shake your legs?"
Then you are sure to get your answer that way!

If you mean they sit with their legs crossed and swing the top foot, in body language terms this means "I am bored and I want to leave." If they sit with both feet flat on the floor and sort of "vibrate" one foot on the floor, it's nerves and they can't help it. It's a sign of inner turmoil and they may not even be aware they're doing it. I must say that is preferable to rocking back and forth!

Yep very irritating, but not only ladies, men who do it also gives out their insecurity
