That's between her and her Doctor. Let it be up to her to want to loose weight. Otherwise she won't want too lose weight, unless she ask's you first.

Depends on the age.
If she is an adult, then she proabably has to lose about 15 pounds or so to rid herself of the excess body fat.
If she is young, say early-middle teens, then you shouldn't worry about the numbers they lose. Just make sure that she eats healthier, and she'll lose weight without being critical on herself.
Otherwise, a normal weight for women would be around 110-115lbs or a 5ft woman. That is not to say that that is a woman at her healthiest peak, but it is a moderate and managable weight.
