If I had to guess, looks like conjoined twins to me aka siamese twins.
Conjoined twins is not unheard of in animals and there are many well-documented cases. The following link has some information on the phenomena in cats. Be warned, many of the pictures are unpleasant and I also cannot verify their authenticity.

It happens the same way as siamese twins in humans. Cats can have twins too...mine did. It's unfortunate...but most likely they wll live happily for a little while...don't think they would have a full life.
