Why don't you just let him in the house? I never understood why people get pets and just leave them outside.

Bring him inside and you won't have that problem.Poor little thing.
He's too little to be stuck outside alone.The world is a big scary place after all and he's all alone with no comfort from his mommy when there's a noise or a shadow annoying him.
We have backyard monsters too.Our dogs will go potty in the front yard at night because it's well lit by the street light and the backyards not got alot of light.He'll grow out of it eventually.Take him to the tent in your arms.Let him smell it.Hit the tent with your hand a couple of times and say BAD FOR SCARING PUPPY.
If it's possible ask your neighbors if you can get the dog inside the tent for a few minutes explaining that you think he's afraid of it.Sit down inside and hold him then let him walk around and check it out.And talk calmly and gently to the pup while you pet and reassure him it's o.k.

Ask your neighbor if you can bring the puppy over on a leash to inspect the tent. Take it slow and easy, reassure the pup it's ok.
Next, why are you keeping a 10 week old puppy outside in the yard? At this young age they need to be socialized, it's not gonna happen in the backyard, where he is left to entertain himself and get into mischief potentially causing him harm.
He is just like a baby, he needs to be around you and your family, learning what is good behavior and what is bad behavior. Consider purchasing a crate to keep the puppy in the house while you are gone, this will keep him safe, encourage housetraining and give him a special place that is his that he can escape to or just rest in.
If your idea was to have a guard/protection dog, dogs can do that very well being inside pets. This puppy doesn't need to be kept outside, because soon it will be an adult dog with little doggy manners or good behavior. Besides it sounds like the puppy is very submissive, submissive adult dogs can become fear biters and tend to be a nuisance to neighbors who must put up with their constant barking.
Give this little guy a chance at being the best he can be, spend time at obedience class and reward his good behavior with lots of praise and unconditional love, that's what he would do for you!

One of your neighbors might be taunting him during the day, which is really cruel. You might want to be careful, as I've heard from other dog owners that they've had trouble with neighbors throwing stuff over fences that did harm to their puppy/dog.
Another possiblity (hopefully the more likely one) is that your dog feels abandoned when you leave them outside. Try turning the outdoor time into a reward, by offering your puppy a treat before you leave an associating it with a keyword -- we use "outside" and our dog knows that it is time to go outside and play until we return in exchange for a treat.

It could be the tent in your neighbors backyard that is scaring him, or it could be that one of your neighbors did something to him to scare him. What I would do is take him over to the fence and show him the tent, and when he sniffs the tent tell him good boy, and give him a treat. Once he knows what it is it might not scare him anymore. Do you think that the neighbours might be mad about his crying?
Maybe they did something, like yelled at him or sprayed him?
Puppies are babies.
Is there another place you could put him while your gone?
He seems so young.

Oh.. the sweet little thing.. He is scared of most everything at that age and it is NORMAL.. He is looking to you for his protection so hug him

Just go out there with him and play with him. He will figure out that nothing is going to hurt him. It will be easier for him if your out there.
