Definitley in person. I wouldn't go out with someone unless they asked me in person. That way I know I'm important enough for them to overcome their shyness. Also, more emotions and communication is involved that way. I want to be able to tell how someone feels by looking at them.. nothing can get misunderstood this way.
If your only options are phone or online, then I would say over the phone.. I'd rather hear someone's voice then some letters on a screen.
The good thing about doing it online is though.. is that it is easier to say how you feel.. since you're able to think about what you're going to type. But on the phone, you can also tell emotions in the way you speak, so I would still go with doing it over the phone rather than online. 70% of communication isn't even the words you say.

It's always best to ask a girl out in person. Phone or online attempts just seem impersonal, as if you're either too timid or too indifferent. She'll be more apt to agree if you ask in person. Make a good impression, Romeo!

you need to talk to her on the phone and ask her to meet you at the local mall, and talk to her about the two of you being friends. such as: "ashley, we have been friends since 5th grade, and i was wondering if you would like to be more thatn just friends?" she will either say, "yes", or she will say," well, i think we should remain friends". if you both really like each other, ask out in person. instead on the phone or on the internet. that shows respect for her , and it shows her that you really do like her as your friend. she will be surprised.

Over the phone is better the online, but in person is the smartest way to go.

in person. seriously! Ive had guys ask me out online, on the phone AND thru ****** text messaging! I would much prefer if they had done it in person. ONE guy asked me out in person and I was flattered BUT I didnt like him that way so it didnt work out. nonetheless, askin a girl out online etc. makes girls see you as insecure & afraid of rejection. this makes girls think you've been rejected in the past & that you wont give this future realtionship w/ them a good try. hope I helped and good luck!

Have you met yet face to face?? Either one works. Just be sure it's in a public place, in case either of you wants to make it a quick conversation and split.

Or alternatively, phone her and ask her to go online ...
Or online with her, and tell her you wanna talk to her ...
