Whoever hooked the stereo up connected both power wires to a power supply that is switched on and off with the ignition. What you have to do is take it back to whoever hooked it up and have them take the power wire that needs constant power for the memory and other features that require constant power and connect it to a power supply that is always live and your problem should go away.

It is Supposed to do this. Your car is designed to cut power to everything while starting the car engine. This ensures adequate power to the starter motor to start the engine! Your stereo memory wire only should be to a live connection that is directly fed from the battery... It sounds to me like it is functioning normally!
