why don't you make the first move? nothing wrong holding your bf's hand... then giving him a kiss, he might also be afraid to make the first move, afraid that you'll shy away

Make half of the first move. Like put your hand on his leg around the knee and move it up slowely. That should work drives men crazy.

ask him why he is not.
if he loves you , then he will give you an honnest answer.
should the answer be acceptable to you , then tell him what and how he should behave with you!!!!!
he wants you to respect him and not think that he is forward.
be patient!!!!!
do not insult him!!!
