There is no offense called "offense by owners," so you will have to be more specific. A defendant never has to admit anything or cooperate in any way with the police or district attorney. The burden of proof is on them.

If the possible charge is that your motor vehicle was involved in an accident and you were not charged but asked questions about how your vehicle came to be involved in the accident, you may have to cooperate or face charges. You really have to consult an Iowa lawyer.
