if the cover will not "spring open" when the lever is pulled inside the vehicle....then you need to pull the lever and hold it in the position while a friend gently pries open the fuel door.
then replace the spring clip which is attached to the fuel door hinge.

Depending on which model you have, look in the trunk on the driver's side. Behind the carpeted panel there is a plastic release handle. Pull on that, and you should be good to go.
Clearly, if this is a common occurance, you should take it in to the dealer for service.

get a slide hammer from your local car shop, it will rip out the lock barrel with no other damage, then buy a new locking cap.

if it has central lockinng just unlock the car
some cars have a release switch to the side of the drivers seat.
