Who's background are they investigating? If it's a friend or a neighbor of yours, then it's likely for a job with a security clearance. If they can't verify the information you have about the person, it affects the applicants ability to get the job. FYI, whoever is was will be told that your noncooperation was a factor.

If they're investigating you, then they are likely not a background investigator.

ignore them, dont tell them anything, and if they persist in coming on your property, have them tresspassed. also log incoming phone calls and record them use an answering machine and NEVER pick up the phone unless you know who is calling (from caller ID)
background investigators only do so for 2 reasons.. you applied for a job, or you owe someone money. that's it. period.
