Because most people squeeze the ketchup to the bottom of the packet before opening it. Therefore, you've "shaken" it up.

The packets haven't been sitting upright in the fridge for the last two weeks. The package itself is unable to maintain it's shape so the ketchup never has time for the liquid to float to the top. When the guy grabs the ketchup and throws it into your bag at the drive-thru window, it gets shaken. While you juggle the bag to get your burger you're shaking the ketchup. By the time you grab the packet, rip it open and squeeze it out, I'm pretty sure that qualifies as well shaken. (I've never noticed "shake well" printed on a bottle though, I'll have to go look.)

On ketchup bottles, there is a lot of tomato ketchup that can get runny. In packets, there is not enough ketchup that you need to shake.

Shaking a bottle of Ketchup actually helps it to come out. Shaking a packet is therefore pointless.

Well you can shake a packet of ketchup as much as you want, just realize why people are staring at you.

well, it's just ketchup, ususally people mash the ketchup packets before opening it anyway, LOL

You should "squeeze well" with ketchup packets.

Water separates in the bottle and rises to the top whereas in the packets it doesn't and you can't see it in the packet anyway.
