if you mean a boot disk or start up disk
go to control panal / add and remove / 3rd tab put a floppy in and click start
or e-mail me with your email address and i will send you a zip file with a boot disk with cd rom support (its an ME disk works with 98)

windows 98 has a utility for creating boot disks, sorry, I cant remember exactly where, maybe my computer, I haven't used win 98 for so long.
