There wouldnt be any animals to give for animal research if people stopped buying animals from pet shops and breeders and started adopting animals which need a home from the shelters!
For all those who say "NO" then stop wearing your makeup, perfume and deodorant..all which are tested on animals. Demands for new products make animal testing possible!

I think it would be more beneficial to make testing on animals illegal. There are companies who raise animals just to sell them to labs. To make your entire living by selling animals for research is much more disgusting. While it is unfortunate that some animal shelters have had to resort to this, it seems like a symptom of a much larger problem. And unfortunately, there isn't much legal grounds to prevent it (at least not until we can change the laws on animal testing). The animals are the property of the shelter. If you don't like this practice, I suggest using a private shelter that is no kill. Private shelters may be more expensive but it is often to offset the cost of housing unadoptable animals for their natural life. Additionally private shelters are generally more than happy to answer questions about what they do with their unadoptable pets.

Illegal? I think this is a question of immoral more so than illegal. Quite often the local animal control is the humane society, and your local human society does advertise that they do not euthanize animals. I guess this is their way of keeping with that, if they sell them to God knows who, they are not killing the animals themselves, so then they can claim they are a "no kill" shelter. Rather disgusting if you ask me. Animals are human too if you think about it. The greatness of a nation can be judged by how it treats its animals.
