It says 25 grams of fat on the beef. If I put it in the oven and cook it, is it less of that because of the excess oil that's left out?

Depends on the food. Yes, meats loose fat, but heat also breaks down some nutrients. Recommend "the Food Bible."

Nutritent value on food is determined by the content of the food. As far as meat goes the values are for raw meat. The nutritional values don't change much after you cook the meat.
