First establish that he is of your sexual orientation, then make sure he's single. You can multi-task this step by asking what he's up to with his significant other later tonight, and if he says he's unattached AND has no plans, then you could ask him to hang out, dinner, movie, etc. Proceed to giggle profusely (like we all do when we're happy) and enjoy your new friend. Basically, just talk to him. By his body language you should be able to tell. Should you feel the right vibe ask him out.
