Use the endpoints of the arc as a line, find the midpoint of that line and the perpendicular to the midpoint will bisect the arc. To find the midpoint of a line you can create an isosceles triangle with complementary angles, it really depends on whether you are on a coordinate plane or in a classic situation.

Draw a straight line from one point of the arc to the other - bisect the straight line - at the point of bisection, draw a line perpendicular to the straight line - where the perpendicular intercepts the arc is the point of bisection of the arc.
