Along with properly socializing your dog, your dog also needs leadership from YOU. The dog takes its cues from you, and looks to you to be the "alpha" (top dog) of its pack.

If the dog misbehaves and you coddle it trying to make it calm down, you're simply reinforcing its misbehavior with attention.

Try this: when you're walking your dog and it starts barking at another dog, STOP WALKING, remaining standing upright and still, and tell the dog calmly but firmly to stop barking. Don't yell; don't startle, and don't coddle your dog.

Don't give it any other attention or start walking again until it calms itself down. This shows the dog, by your example, that when other dogs come into view you stop and are quiet...If you are consistent with this, it will teach your dog to follow your example by curbing its own behavior.

If you are not a trainer, please sign up for obedience so that your first socialization experiences can be supervised by a trainer that can help you understand your dogs "cues". Barking at dogs and barking at cats are easily due to different behaviors. Don't worry. With training she will become managable, but don't be dissapointed if she still barks when someone comes to the door ;-). She loves you and is defending you.

Your dog needs to spend supervised time with other dogs. Once she has met other animals and becomes socialized she will be much better. You may want to start with dogs closer to her size, you would not want her to pick a fight with a large dog.

Your dog needs to be properly socialized (a step that lots of small dogs somehow seem to miss)
take it to obedience lessons where it will learn how to behave
