Allowed by whom? The state? Yes. Will the insurance company cover you? Maybe. They will cover you IF the car isn't furnished for your regular use, IF you are a listed operator, or IF the car doesn't belong to a member of your household, unless you're listed on the policy.
But IF the person not allowing you is your parent, you have a moral obligation to obey them.

It would depend on where you live and what the laws are in your area.
Personally I do not think anyone should be allowed to drive if they do not have insurance.

What state do you live in? Mainly no, its the learners perm. that lets you drove if the owner is in the passanger seat. But that may vary depending on the state you live in.
