When ever he does this just ignore him. Birds do stuff like this for attention. The more you go to him or yell at him the more he will screech. Now he will never completely stop but you can minimize it by giving him attention when hes NOT screeching and by ignoring him when he does screech. Give him lots and lots of toys to play with but not too many in the cage. A cluttered cage can be a hazzard. But get him stuff he can tear apart and make a mess with. You may have you clean up but at least hes not bored!

Cockatiels will always screech. I taught my birds to talk, but it never stopped them from screeching when they wanted attention or were mad at something. You can try covering the cage with a sheet, the darkness helps.
If you spend alot of time with them it will help a little too.

The primary requirement you need in teaching a bird to talk is a good relationship with the bird. A frightened or abused bird is more likely to stay very quiet so that it isn't noticed, or perhaps to scream all day because it's lonely. A happy, content bird is one that makes noise to say, "Hey, I'm here; look at me; play with me!" This is where the first attempts at talking begin. A young bird will make vocalizations that sound similar to sounds in the world around it in an attempt to communicate with its humans, get attention, or at least to fit in. If the bird's human praises the bird for these attempts, the bird will continue to learn.

You can do that? Maybe it isn't a good idea to come running whenever they do it. I do that for mine...he always gets his way. Usually when he screeches, it is because someone or something is bothering him, he wants food, he wants to come out, or he wants attention, or something like that.

Teach it to talk by repeating something over and over again. Mine says "pretty bird Whatcha doin!"

Or put a sheet over its cage and it will SOMETIMES think its sleepy time time to be quiet
