I would like to get a third pug, but I do not want one from a puppy mill. Does anyone have suggestions?

Start by talking to vets in the area.
Maybe also consider joining a pug rescue group. They'll definitely know about shady (backyard) breeders.
Visit the breeders as well.
Ask lots of questions.
Ask to see all areas of their facility. Where the dogs are kept, raised, how they are fed, how they are handled, speak to their onsite veterinary staff.
If a breeder does not allow this... run... a good breeder will have nothing to hide.
