Why the coca cola or pepsico cant able to attain the limit of less than 1 ppb ie.,<1parts per billion.?

Bad water sources to begin with (the governments should fix that) plus the cost of purifying that low. To date, I haven't seen any explaination of the water sources or any ideas of other sources. it is called blame the deep pockets.
