It could be a lot of things. However, the biggest problem we have here in the south, but it is not confined to just this area, is heartworms in dogs. Usually brought about by mosquitoes. One symptom of heartworms is coughing and gagging when the dog is active. The only way to make sure what is wrong with your dog is, naturally, to take to a veterinarian. If it is heartworms it is treatable. The sooner you take the dog the better it's chances of recovery. The vet can do a blood test to determine this.

A vet could listen to her lungs and tell you if she has a problem. Is she overweight? Should spend the money to find out, a lot of vets will let you make payments on the bill if necessary.

you don't say what size your dog is.......if she is a small dog it could be her larynx and could be fatal if not corrected by not using a collar anymore for walks instead use a harness.
